Majority of the boards were used by Tabula Corp when developing their devices. I think, many of these boards were not mass produced and for many or most it was special order for test/engineering sampling purposes but that is just my guess.

Many boards have lots of pins and gold plated connectors, there are some blank boards as well but many (I think well over 50% of the boards have these special connectors which makes it even more attractive).
